Since its inception in 1998, the Federal Policy Group,
now a practice of Clark & Wamberg LLC, has provided top-flight,
comprehensive tax and other legislative and regulatory services
to the leading businesses, coalitions, trade associations and
high net worth individuals.


We develop and implement strategies to pursue legislative changes; anticipate and respond to proposed legislation; and help shape administrative regulations and rulings. We raise client visibility through expert witness testimony before Congress and other legislative and regulatory bodies. We represent clients in, and provide expert witness testimony for, complex tax litigation.

Our success depends on close interaction with Members of Congress, House and Senate leadership, members of Congress' tax writing committees, and officials from the White House, the Treasury Department, the Internal Revenue Service and other agencies and departments within the executive branch. An ability to form bipartisan coalitions has helped clients in the past and means the firm is well situated for the future.

Led by Managing Director Ken Kies and Director Matt Dolan, the firm's expertise is nationally recognized and has positioned it as a leader in the tax lobbying world.

Federal Policy Group clients include Fortune 100 companies such as Caterpillar, General Electric and Microsoft, coalitions of companies with common concerns and objectives and trade associations, such as the Blue Cross Blue Shield Association, the American Council of Life Insurers and the Edison Electric Institute.

The practice was purchased from PricewaterhouseCoopers by Clark Consulting in February 2002. Following a reorganization of Clark Consulting in November 2006, the Federal Policy Group is now controlled by Clark & Wamberg, LLC.
